Digital Disaster - 2 Cents

So the US is realizing it is facing digital threats finally. Here's a quote from an article on Yahoo: "David Powner, director of technology issues for the Government Accountability Office, told Congress last month that the U.S. has no recovery plan for a digital disaster."

Doesn't it seem like something should have been put in place around 2000 when we were facing the "Y2K" issue? Different type of problem, but perhaps similar consequences, right?

I'm too lazy to read the article, but perhaps we don't have a recovery plan for a digital disaster because we don't need one? Each agency backs up data. And most agencies keep paper copies of what they have stored digitally. Perhaps what he's saying is that we don't have a recovery plan for an electricity disaster?
