Can a municipality tax stupid people through the roof in order to drive them out of town? The stupid people would have to be smart enough to know they're getting taxed at an overwhelming rate, and then move out of town because of it. But being smart enough to do that would mean they are smart enough to stay and avoid the tax....

I guess the end result would be throwing stupid people in prison for failure to pay taxes. At least then they'd be out of town... but states would have to increase taxes to pay for new prisons....

Prison populations count for the town where the prison is located. If there's a prison where you live, the stupid people would still count as being in town.
